Doesn't apply to him. You are bound by the law that is in place when you are born. Immigration laws change constantly, so you have to be up on them to know.
At the time he was born, and under the circumstances of his birth (US citizen, under age of 19, married to foreign national, giving birth outside of the US) BHO cannot be a birth right citizen. The laws since are less strict now, but that is what they were when he was born.
This has been posted a multitude of times here and I have posted links before, so I am not going to bother with it now. I also pointed out that I have some family, born during the time same time frame under similar conditions and they could only be naturalized; so I know first hand.
I would also like to point out (again) that my personal opinion is that anyone born to a US citizen anywhere in the world should be a US citizen. It pisses me off that illegals can have kids here that are citizens and citizens can have kids who aren't. Immigration laws in this country leave a lot to be desired.
Having said all of that, Jimmy Carter was a citizen and I wanted him gone too. His policies are bad for this country.
