I had a custom Mauser eons ago in .30-06 that did exactly the same thing. So I bought the small-base dies.

Turns out that was not the issue at all.

The chamber had been cut just a hair too shallow;...not enough to prevent chambering unfired factory ammo, but resizing did not bring the shoulder down far enough. Just enough "spring" in the brass allowed a hair's amount of rebound, which prevented being able to fully cam the bolt down.

If I reloaded brass fired out of that weapon,...no problem. I could even get away with merely neck-sizing.

The only solution was to re-ream the chamber to remove just a few shavings of the shoulder dimensions in the chamber.
