I assumed the ground lip at bottom of bolt face was part of the changes from full auto to semi, is that correct?

Not from a full auto to semi, just an early A model to the BATF accepted later model A or B design.
They did not like the lip on there, and it looks like someone just machined it off.

Too much work to take an SMG bolt, and machine it to become a semi bolt.

So this was an early A bolt that had to be altered? Was this part of an official recall or something IMI did to guns that were already in inventory?

A closed bolt auto and a closed bolt semi bolt are identical, except for the lip on the bottom of the bolt face.
